Ukraine: more than 40 per cent of external financing in 2024 received from the EU’s Ukraine Facility

Ukraine received €16.2 billion (or US$17.3 billion) under the EU’s Ukraine Facility programme in 2024, according to the Recovery Window network, a media partner of the EU NEIGHBOURS east programme. This is more than 40% of the total funding received from 11 foreign partners. 

The Recovery Window network quotes the Ukrainian Finance Ministry, which reported in January that the Ukraine Facility programme provided the largest volume of external financing to the Ukrainian state budget last year. In second place was the United States with US$8.3 billion in grants.

This figure was reached thanks to the transitional and guaranteed financing for 2024 planned under the Ukraine Facility. A significant contribution was also made by the effective implementation of activities envisaged in the Ukraine Facility Plan in the second and third quarters of last year, the Ministry of Economy of Ukraine added.

The Ukraine Facility is a pivotal instrument within the European Union’s strategy to address the challenges confronting Ukraine in the wake of Russia’s war of aggression. This dedicated support mechanism, which entered into force on 1 March 2024 and covers the years 2024 to 2027, offers up to €50 billion in stable and predictable financial support. 

The Ukraine Recovery Window media network brings together 80 independent regional and national media and analytical platforms to monitor and report on all aspects of reconstruction in Ukraine, highlighting EU and international donor support for recovery. The Recovery Window network is a partner of the EU NEIGHBOURS east programme.
