Ukraine refugee response in Moldova: Gender Task Force 2022 year in review


The Gender Task Force (GTF) is a network of actors working to integrate gender aspects into the response to the needs of refugees in the Republic of Moldova (Moldova), which aims to ensure that all people affected by the Ukrainian refugee crisis have access to quality and specialised humanitarian assistance, as well as the opportunity to participate meaningfully in equitable, efficient and effective responses.

The GTF operates within the framework of the Refugee Coordination Forum, led by the Government of the Republic of Moldova and UNHCR according to the Refugee Coordination Model, which provides the overall framework for humanitarian coordination. Humanitarian actors have an obligation to promote gender equality through humanitarian action, in line with the Inter-Agency Standing Committee (IASC) Policy Statement on Gender Equality (2008), the IASC Policy and Accountability Framework on Gender Equality and the Empowerment of Women and Girls in Humanitarian Action (2017), the World Humanitarian Summit Agenda for Humanity (2016) and the UNHCR policy on age, gender and diversity, The Grand Bargain (2019). Humanitarian actors also have an obligation to support the protection, participation and empowerment of women and girls through specific actions, as set out in the thematic agenda on women, peace and security, as outlined in United Nations Security Council resolutions.

The purpose of this annual report is to present a balance sheet of the results achieved by the GTF, to describe the impact that the GTF members, individually and collectively, had on the response actions, as well as to recognise existing gaps and identify the most effective way to direct further efforts.
