European Commission disburses €3.5 billion as part of the Ukraine Facility
On 1 April, the European Commission announced the disbursement of the third regular instalment of almost €3.5 billion under the Fund for Ukraine.
This funding, which is under the first pillar of the EU’s Ukraine Facility, will enhance Ukraine’s macro-financial stability, support its public administration, and advance critical long-term reforms.
Earlier in March, the Commission stated that Ukraine had satisfactorily fulfilled the thirteen reform indicators tied to this third regular quarterly payment. Key reforms accomplished for this payment cover transport, agriculture, finance, and proposals such as the adoption of the state ownership policy.
“I commend Ukraine’s determination to push forward with crucial, EU-focused reforms, while also defending itself against Russia’s war of aggression,” said European Commissioner for Enlargement Marta Kos. “Creating a more enabling business environment, and improving policies in the areas of transport and agriculture will facilitate Ukraine’s recovery, reconstruction and progress towards EU membership.”
The latest disbursement brings the total EU support to Ukraine under the Facility to approximately €19.6 billion, which is over half of the funding provided under the Ukraine Plan since its start on 1 March, 2024.
Ukraine will receive up to €50 billion in grants and loans for the period 2024-2027 under the Ukraine Facility. The EU is the largest donor with overall assistance almost €143 billion.
