Regional OSINT training boosts digital investigation skills in the Eastern Partnership region

From social media intelligence and dark web investigations to blockchain tracing and AI-powered tools, the ability to gather, analyse, and apply Open-Source Intelligence (OSINT) techniques is critical for law enforcement in combating cybercrime, terrorism, and organised crime. As technology advances, so do the methods used by criminals. The digital battlefield is constantly shifting, and law enforcement officers must be equipped with the latest tools and skills to keep pace.  

To address these challenges, the TOPCOP project recently delivered a hands-on regional training on OSINT in Madrid, Spain. Hosted by Spain’s Guardia Civil, the training strengthened the abilities of officers and prosecutors from the Eastern Partnership countries to apply OSINT techniques in complex investigations. It also fostered the exchange of best practices and enhanced regional cooperation in the digital investigative field. 

Held from 24 to 28 March 2025, the training marked the second phase of a comprehensive learning cycle. During this intensive five-day on-site activity, participants engaged in interactive sessions, peer-to-peer exchanges, and practical exercises led by EU trainers. The week culminated in a practical ‘Capture the Flag’ simulation, a scenario-based challenge that required participants to apply their skills to solve complex investigative tasks. This final exercise reinforced key learning outcomes and encouraged critical thinking for collaborative problem-solving under pressure. 

“These spaces are where knowledge is shared, and community is built,”

said Juan Vincente, an expert from Guardia Civil, reflecting on the value of collaboration throughout the week. 

This training is part of a broader learning cycle. It followed a previous online phase, which laid the groundwork with OSINT tools and methodologies through self-paced learning and preparatory assignments. The full cycle is designed to combine theory with practice, ensuring both operational relevance and long-term regional impact.  

“More than just training – it’s a catalyst for smarter strategies and stronger alliances,”

said a participant from the National Police of Ukraine. 

Looking ahead, a Train-the-Trainer phase will identify and equip selected participants to become multipliers within their respective institutions.  By strengthening broader OSINT expertise, this approach aims to reduce the need for specialised units, improving the efficiency and responsiveness of investigations. It will also help embed OSINT into routine casework, making digital evidence a standard and sustainable part of investigations across the region.
