Report on the social impact of security challenges in Ukraine

This national report by UN Women Ukraine presents an in-depth gender analysis of the security challenges and risks experienced by women and men, girls and boys, across different age groups, locations, and social statuses since the onset of Russia’s full-scale invasion in February 2022. Based on over 1,100 survey responses from all regions of Ukraine and nearly 70 in-depth interviews and focus group discussions, the study captures both the immediate and long-term consequences of war on safety, well-being, and access to essential services. The research is disaggregated by gender, age, place of residence (urban/rural, frontline, occupied, de-occupied, and relatively safe areas), disability status, and displacement, offering a nuanced understanding of how different social groups are affected.
The findings reveal a significant gender gap in security perceptions and actual threats, with women more often reporting fear, stress, and lack of access to shelters and safe spaces, while men are more likely to experience forced mobilization or targeted violence. The study also documents disparities in access to housing, employment, health care, and education, as well as unequal participation in decision-making on community recovery and safety measures. Special attention is given to the voices of marginalized groups, including people with disabilities, older persons, and ethnic minorities, whose specific needs are often overlooked in recovery planning.
The report concludes with concrete recommendations for integrating gender-responsive and inclusive approaches into Ukraine’s post-conflict recovery policies. It calls for better access to services and protection for all groups, more equitable resource distribution, and meaningful involvement of women and men from diverse backgrounds in decision-making processes at national and local levels. The findings serve as a critical evidence base to inform humanitarian, recovery, and development programming in Ukraine
