Eastern Neighbourhood: EED hiring Programme Manager and Deputy Programme Manager 


The European Endowment for Democracy (EED) is looking for Russian and Ukrainian speaking applicants for the positions of Programme Manager and Deputy Programme Manager to manage their growing grant-making work across the Eastern Neighbourhood, working at their headquarters in Brussels, Belgium. 

The deadline for applications for both positions is 29 June 2025 at midnight Brussels time.

The European Endowment for Democracy supports people and movements standing up for democratic values – often in places where that work is dangerous, underfunded, or deliberately silenced. Since 2013, the EED has provided nearly €250 million in grants to activists, independent media, civil society leaders, and cultural actors across the European Neighbourhood and beyond.

Programme Manager

The position of Programme Manager will begin on 1 September 2025, with a salary of approximately €8,200 gross/month. The job involves leading the EED’s grant-making work and strategic engagement in parts of the Eastern Neighbourhood. Responsibilities vary from identifying promising initiatives, liaising with civic actors, helping grantees and applicants, representing EED at different events, reviewing applications, preparing funding recommendations and more. The job also involves travelling in the region for outreach and overseeing the work of local consultants. 

Applicants are required to have at least eight years of experience in democracy support, international development, human rights or civil society, including at least five years of managerial experience in team and budget management. Also, a master’s degree in fields related to political science, law or international affairs is required. Thorough knowledge of Russian and Ukrainian is highly desirable. Additionally, it is necessary to have a strong knowledge of the political context of the region and of grant-making, donor coordination, and monitoring practices.

Deputy Programme Manager

The position of Deputy Programme Manager will begin in August 2025, with a salary of approximately €5,800 gross/month. The job involves helping to manage the EED’s grant-making work across the region, while working closely with the Programme Manager. The responsibilities vary from assessing funding applications and conducting background research, to helping new staff and applicants, monitoring grantee activities, planning programme-related events, and more. 

Applicants are required to have at least five years of professional experience in programme or grant management, a university degree in fields related to political science, law or international affairs, and full professional fluency in English and Russian, including strong writing and reporting skills. Additionally, it is necessary to have a familiarity with the political landscape of the region and a solid grasp of donor expectations, project cycles, and narrative reporting.
