Gender impact assessment of vocational education support and self-employment support grant programmes


This Gender Impact Assessment (GIA) evaluates the outcomes of vocational education and self-employment support grant programmes implemented by the LEPL Internally Displaced Persons, Ecomigrants and Livelihood Agency. Conducted by the ISET Policy Institute, the assessment was carried out within the UN Women project ‘Accelerating Implementation of the Women, Peace and Security Agenda in Georgia’, funded by the UK’s Conflict, Stability and Security Fund.

The study applies an ex-post GIA approach to examine the gender-specific impacts of the programmes targeting internally displaced persons (IDPs) and vulnerable groups. It assesses the extent to which these interventions have contributed to women’s economic empowerment, gender equality, and the removal of structural barriers. The findings highlight gendered outcomes in programme participation, access to resources, and decision-making, and propose actionable recommendations for ensuring more inclusive and gender-responsive programming in the future.
