EUAM hands over mobile offices to support Ukraine’s Police and Migration Services in frontline regions

The European Union Advisory Mission (EUAM) Ukraine handed over five mobile offices to the National Police of Ukraine and the State Migration Service of Ukraine during a ceremony in Kyiv on 24 June.

The mobile offices will be deployed to the frontline and war-affected regions and will help to ensure the continued presence of essential state services in areas where infrastructure has been damaged or destroyed. For example, the offices will be able to provide people with access to basic services such as passport issuance and police support.

“Russian forces continue to target civilian services, including police and civil administrations, with drones, long-range artillery, and missiles. In this environment, mobility is essential in order not to present a fixed target for the enemy,” Rolf Holmboe, Head of EUAM Ukraine, said at the handover ceremony. “In many frontline areas, police officers are often the only functioning public authority. Their work goes far beyond traditional law enforcement – they help restore basic services, support vulnerable populations, and bring a sense of stability where it is urgently needed.

The handover was conducted under a project funded by the Kingdom of the Netherlands and implemented by EUAM Ukraine. The project supports Ukraine’s civilian security institutions — including the National Police, National Guard, State Migration Service, Office of the Prosecutor General, and the Security Service — with technical equipment and operational tools to maintain public safety and institutional resilience in areas affected by the war.
