Energy Community: new book explores Moldova’s resounding break from Russian energy dependence
A new book telling the inside story of Moldova’s energy transformation and commissioned by the Energy Community, co-chaired by the European Commission, is now available online.
The book, Opportunity in Adversity: Fast-tracking reform of the Moldovan electricity and natural gas sectors by Aura Sabadus, energy and cross-commodity expert at ICIS, London, chronicles how Moldova overcame an existential crisis triggered by Russia’s abrupt gas supply cuts in October 2021.
The book explores pivotal moments such as Moldova’s emergency diversification of gas supplies, the creation and consolidation of the state energy wholesaler Energocom, and the historic synchronisation of its electricity grid with the EU via ENTSO-E. It also places Moldova’s transformation in the broader regional context, especially in light of Russia’s aggression in Ukraine and its implications for European energy security.
The book is based on over 40 firsthand accounts from Moldovan and international stakeholders. It offers an unprecedented analysis of how Moldova turned to its Energy Community commitments, accelerated market liberalisation, and forged stronger partnerships with regional and European allies – thereby laying the groundwork for long-term energy security and integration with EU energy markets.
“This is a chronicle of how a country, long under the shadow of dependency, can build a more secure and sustainable future,” said Artur Lorkowski, Director of the Energy Community Secretariat. “The Energy Community is proud to have been part of this story, providing the necessary institutional framework and technical assistance for Moldova to take bold steps towards energy security and market reform.”
This book will be useful for politicians, energy experts and anyone interested in the future of energy security, EU integration and reforms carried out under pressure. It is also a roadmap for countries seeking to reduce dependency through structural reform and regional cooperation.
