EU4DigitalUA: Ukraine launches its first AI-powered state service in ePermit

With financial support from the European Union, Ukraine has launched its first state service using artificial intelligence, for the automatic preliminary verification of documents. The new functionality covers the issuing of veterinary licences in the ePermit system.

ePermit is a state platform for submitting and processing applications for permits and licences. When an entrepreneur submits an application via the Diia app or portal, ePermit works behind the scenes: it checks the documents, assists state experts in making a decision, and sends the result back to Diia. 

The new AI module reduces the number of rejections, and speeds up the processing of applications. All the processing takes place within the protected state infrastructure, without using external cloud services or transferring data abroad, in full compliance with current information security standards.

The Ministry of Economy, Environment and Agriculture of Ukraine was responsible for developing the system – from updating procedures to designing the technical logic and integrating the AI module, while the Ministry of Digital Transformation created the business interface in Diia. The project is funded by the European Union under the EU4DigitalUA project.

“We are building a state that does not simply digitise paperwork, but changes the very logic of interaction with people,” said First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov. “The AI module for licences is an example of how technology can serve citizens while keeping data within the country.” 

“This technology relieves state experts of routine checks and gives them more time for what is truly important. For business, this means less bureaucracy and a faster start; for the state, it means higher-quality decisions,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture.

The launch of the AI module for veterinary licences is just the first step. Its success will serve as the foundation for expanding digital licensing and permitting procedures in Ukraine.
