Most Ukrainians see good relations with EU and would vote for accession, poll finds


Eighty-two per cent of Ukrainians say their country has good relations with the European Union (21 points up since 2016), and 70% would vote to join the EU in a referendum, with just 9% opposed, according to the 2025 annual survey of opinion in Ukraine. 

The survey was conducted in May 2025 and involved face-to-face interviews with a representative sample of 1,000 people across the country. The opinion polls have been carried out annually by the EUNEIGHBOURS east Programme in Ukraine and the other countries of the Eastern Partnership since 2016.

The latest poll found that trust in the EU now stands at 76% – the highest since 2017 (+18 points), with the EU ranked highest among all of Ukraine’s international partners; an overwhelming 95% of respondents were aware of the EU’s financial support to Ukraine, and 64% judged it effective.

Half of those asked (49%) have a positive view of the European Union, compared to just 7% with a negative view.

The poll shows strong and consistent support for EU accession, with 70% saying they would vote for EU accession if a referendum was held this week, against just 9% who would vote against. Over three-quarters (76%) believe EU membership would bring more advantages than disadvantages for Ukraine, with top perceived benefits including peace and security (66%), better quality of life (50%), and open borders with visa-free travel (56%).
