EU annual report shows Ukraine Facility delivering fast results and boosting accession path
On 9 September, the European Commission adopted the first Annual Report of the Ukraine Facility, confirming that the Facility is delivering on its promises to Ukraine.
The report states that in 2024 alone, the Commission mobilised €19.6 billion to support all three pillars of the Facility: Support to Ukraine through the Ukraine Plan, Ukraine Investment Framework and Union accession assistance and related support measures.
The EU support helped Ukraine to pay salaries and pensions, sustain schools and hospitals, as well as to preserve macro-financial stability under wartime conditions. The Facility through the Ukraine Investment Framework also backed large foreign investments in Ukraine. Small and medium-sized enterprises received targeted support via €290 million in EU guarantee agreements and €20 million in blended finance. Local communities also benefitted from Facility’s support with at least 20% of non-repayable support allocated for municipalities.
The Facility also aided in other key areas in Ukraine, such as helping to accelerate Ukraine’s path to EU membership. In 2024, around one quarter of the steps completed by Ukraine directly contributed to alignment with EU law in areas such as energy market transparency, industrial pollution control, environmental assessments and regional development.
At least 20% of the Facility’s investments will also help Ukraine reduce its carbon footprint. With EU support Ukraine has carried out major upgrades in energy and transport infrastructure to align more with the EU Green Deal.
