EU Defence ministers discuss how to further enhance cooperation with Ukraine
The Foreign Affairs Council with defence ministers, held on 15 October in Brussels, discussed the upcoming EU defence readiness roadmap, which is expected to provide clear objectives and goals, as well as concrete milestones on how to achieve EU defence readiness by 2030.
The roadmap will be adopted by the College of Commissioners on 16 October, and be presented by the High Representative and the Commission to the next European Council on 23 October 2025.
The Council discussion also focused in particular on how to enhance cooperation with Ukraine even further.
“It is clear for every Member State that actually the drones could come from anywhere,” EU High Representative Kaja Kallas told journalists after the Council. “And I was just back from Ukraine, and there’s so much we can learn from them. I was also visiting the defence industry drone factories. We can bring the procurement costs down [and] procurement times down if we really cooperate with the Ukrainians regarding this.”
She added that the issue concerned all EU Member States – not just those on the Eastern flank.
