EU-funded training for Moldovan authorities advances gender-responsive governance
The EU4Gender Equality Reform Helpdesk project, funded by the European Union, has been helping to strengthen the capacities of central public authorities in the Republic of Moldova by organising a training course on ‘Integrating the gender perspective into public policies and public institutions’ from 19-20 June.
The two-day online event trained 146 participants (111 women and 33 men) from seven institutions – the State Chancellery, the National Agency for Quality Assurance in Vocational Education, the State Agency for Intellectual Property, the Ministry of Infrastructure and Regional Development, the Ministry of Agriculture and Food Industry, the Customs Service, and the Prosecutor General’s Office.
This training provided Moldova’s public authorities with updated tools and practical knowledge for integrating gender perspectives into their policies, services, and institutional cultures. Participants welcomed the relevance of the training, which contributes to ongoing national reforms to strengthen institutional capacities on gender equality and human rights-based governance.
The first module examined global, regional and national progress on gender equality, including progress on key gender indicators included in the 2024 Global Gender Gap Report and Moldova’s Gender Equality Index. Trainers outlined Moldova’s legal and institutional framework for gender mainstreaming, and the role of coordinating groups and gender units within central public authorities. Participants learned to use a practical Checklist on Gender Mainstreaming as a tool to assess policy and institutional compliance.

A dedicated module explored the external dimension of gender mainstreaming – including the conditions, stages and methodology for incorporating gender considerations into public policies, programmes, regulatory documents and decision-making processes. Participants learned how to identify the causes of gender inequalities, use sex-disaggregated data, and apply gender analysis and gender assessment tools to estimate the relevance and impact of policies.
Another module focused on the internal dimension of gender mainstreaming by integrating gender equality within public institutions. Participants examined the development of institutional gender equality action plans, reviewed international and EU workplace standards on non-discrimination, and analysed Moldova’s legal provisions to ensure equal opportunities for women and men in public administration. They also learned about human resource management through a gender lens and using neutral language in regulatory documents.
Another dedicated module addressed issues of gender-based discrimination at work. Participants learned to distinguish between acceptable workplace conduct and harmful behaviours such as sexual harassment, with an emphasis on risks, consequences and protection mechanisms available in public institutions.
The training is part of the EU4Gender Equality Reform Helpdesk project’s support for gender equality and women’s empowerment in the Eastern Neighbourhood region, including in Moldova.
