EU summit: ‘We are engaged on all fronts to achieve a just and lasting peace in Ukraine’
As Russia intensifies its attacks on Ukraine, “the EU is ready to continue supporting Ukraine and its people, including with military and financial support”, the European Union said after its summit in Copenhagen, on 1 October.
European Union heads of state or government met for one day to discuss how to strengthen Europe’s common defence and support for Ukraine.
The meeting was chaired by the President of the European Council, António Costa, and hosted by the Prime Minister of Denmark, Mette Frederiksen. It convened before the meeting of the European Political Community, taking place today, also in Copenhagen.
In regard to support for Kyiv, EU leaders confirmed that they are engaged “on all fronts to achieve a just and lasting peace in Ukraine”.
So far, the EU and its member states have provided €177.5 billion in support. The EU has also imposed massive and unprecedented sanctions against Russia. In Copenhagen, President Costa referred to the 19th sanctions package, which will target oil revenues, banks, crypto and the shadows fleet.
In view of Ukraine’s path to EU membership, António Costa said Ukraine had been delivering on the accession reforms and that it was time for the EU to deliver, as enlargement is a merit-based process that would help make Europe stronger. On 30 September, Ukraine completed the bilateral screening with the European Commission.
President Costa also reported that the leaders had a first discussion on how to mobilise further funds to Ukraine.
“The message is clear: Russia has to understand that Ukraine’s partners, including its European partners, have the will and the means to continue supporting it until a just and lasting peace is achieved,” António Costa told the press after the summit.
The leaders will return to both topics at the next European Council meeting on 23-24 October 2025.
