EU4Digital launches new eCustoms pilot between Ukraine and Lithuania
The EU4Digital Facility has launched a new eCustoms pilot between Ukraine and Lithuania. The pilot builds upon previous successful pilots, but showcases a different approach: for the first time the exchange of customs data will be tested between countries that are not neighbours.
The eCustoms pilots falls under the EU4Digital eTrade track, which aims to accelerate cross-border trade and to digitalise and standardise processes between countries of the European Union and Eastern Partnership. The initiative is expected to cut down processing times, reduce administrative work and increase data precision and openness, which are crucial for managing risks effectively.
The Ukrainian and Lithuanian customs authorities have already participated in several EU4Digital eCustoms pilots. The new pilot will provide an opportunity to focus more on the analytical functions of the Systematic Electronic Exchange of Data (‘SEED’) application, such as retrospective / post-clearance data analytics and risk management enhancement features. One benefit of post-clearance analysis is the empowerment of sanction monitoring, helping to identify attempts to bypass sanctions when export declarations are sent without the subsequent arrival of cargo.
If the pilot is a success, it is expected to set a precedent for further scaling up of systems integration in the Eastern partner countries.
The EU4Digital eCustoms initiative aligns with the EU–Ukraine Solidarity Lanes project, which established alternative logistics routes from Ukraine via rail, road and inland waterways in 2022 in response to Russia’s war of aggression.
