EU4GE Reform Helpdesk project trains Ukrainian civil servants on gender equality

In March 2025, the EU4Gender Equality Reform Helpdesk project, funded by the European Union, delivered a series of webinars and training sessions in collaboration with the Higher School of Public Administration of the National Agency of Ukraine for the Civil Service. These initiatives, aiming to enhance the skills of civil servants in Ukraine on gender equality,  were developed after extensive consultations and an assessment of the needs of civil servants in both central executive bodies and local authorities. 

The series of webinars (18 –21 March 2025) on ‘Gender Equality: Understanding, Policy Formulation and Implementation Tools’ introduced Ukrainian civil servants to the fundamental gender equality concepts, the key principles of gender policy, current Ukrainian and EU legislation, and essential tools for gender mainstreaming and analysis.

Opening the webinar series, Yulia Lykhach, Director of the Higher School of Public Administration, highlighted the significance of integrating a gender perspective into public administration. This, she noted, is crucial for ensuring equal rights and opportunities in society. She also highlighted the role of a gender-responsive approach in shaping the value-based identity of Ukrainians, founded on the principles of human rights, democracy and social justice. She thanked the event’s partners for their cooperation and support in implementing vital educational initiatives to advance gender equality in Ukraine.

Oksana Kisselyova, Team Leader of the EU4Gender Equality Reform Helpdesk project, highlighted the substantial progress Ukraine has made in incorporating a gender perspective into public policies over the past three years. She outlined the Reform Helpdesk’s plans for 2025, including planned collaboration with Ukraine’s Higher School of Public Administration.

The webinar series enabled 900 Ukrainian civil servants at the central and local levels to enhance their understanding of gender equality. This high level of interest reflects the relevance of gender equality as a topic in Ukraine, and its significance to the country’s path towards EU accession.

On 27 and 28 March 2025, the Reform Helpdesk conducted a training session on ‘Identifying the Needs of Different Groups of Women and Men and Establishing Gender-Sensitive Communication’. Twenty-seven public servants (23 women and four men) from the Ministry of Energy and the State Archival Service of Ukraine attended the training. Over 75% of participants expressed their satisfaction with the training and reported increased knowledge as a result of the initiative. 

The EU4Gender Equality Reform Helpdesk project, in partnership with the Higher School of Public Administration, is planning additional training sessions on gender audits, the integration of a gender perspective into recovery processes, and gender-responsive budgeting in Ukraine. This is one of the ways in which the Reform Helpdesk project is working to advance gender equality and women’s empowerment in the Eastern Neighbourhood region – including in Ukraine – by supporting gender mainstreaming in the planning and implementation of reforms, policies and legislative work.
