EU4Youth programme releases new insights from its impact assessment
A new report released by the EU4Youth programme assesses the results of programme-led interventions aimed at engaging, empowering and connecting young people in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Reflecting the work of the EU’s largest initiative on youth in the region, these insights cover a vast spectrum of youth work instruments and represent most of the key stakeholders engaged in the sector.
The report is divided into four chapters: EU4Youth Programme insights and regional context, followed by a more in-depth overview of key programme activities and achievements in the areas of Education and Employability, Employment and Entrepreneurship, and Engagement and Empowerment.
Addressing skills gaps and improving youth employability across the EaP region, EU4Youth has upskilled more than 7,500 young people in 2024, focusing on entrepreneurial, digital and green skills. At the same time, it has increased the capacity of local stakeholders to provide better services.
The scholarships and fellowships awarded through the programme have also strengthened young people’s employability, promoting mobility opportunities, and facilitating work-based learning.
Throughout 2024, EU4Youth piloted innovative local initiatives involving more than 400 external stakeholders to foster entrepreneurship among youth, with a particular focus on social enterprises and social innovation.
To support youth engagement and empowerment in the region, the EU4Youth programme contributed to reinforcing participatory youth structures at national and local levels. With over 500 institutions benefitting directly in 2024 alone, this effort centred on enhancing the quality and outreach of youth work.
Finally, the programme actively involved young people in community initiatives through the EU4Youth Alumni Network, creating a ripple effect of youth empowerment through peer-to-peer engagement.
The EU4Youth programme has been collecting the data biannually in close cooperation with its project implementers and grantees, and in line with the indicators of the EU4Youth results framework. In addition, the report draws insights from the annual EU4Youth end-beneficiary survey, which investigates the programme’s direct impact on the lives of young people who have participated in EU4Youth-funded activities in the region. Prior to this edition, five annual reports of the EU4Youth programme have been published, providing a unique resource for policymakers, civil society leaders and other stakeholders engaged in the field of youth education, employment and empowerment.
Launched in 2017 and led by the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST) – formerly the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) – the EU4Youth programme was developed to increase investment in young people’s skills, entrepreneurship and employment opportunities, and to encourage active youth engagement in democratic life.
