Financial crime and cybercrime investigation in Ukraine: EUAM and Austria expand their partnership
On 29 July, the European Union Advisory Mission (EUAM) Ukraine and the Austrian Federal Ministry for European and International Affairs (BMEIA) reaffirmed their strategic cooperation in strengthening Ukraine’s ability to fight complex financial and cybercrime.
EUAM Head of Mission Rolf Holmboe and Austrian Ambassador Robert Martin Müller signed the second amendment to the Austrian-funded project at the EUAM Headquarters in Kyiv.
Launched in December 2023, the project focuses on enhancing the capacities of Ukraine’s forensic and digital investigation units across agencies such as the NPU, SBI, SSU, and FISU. A key milestone was the introduction of 3D crime scene mapping, vital for documenting war crimes and improving evidentiary processes. Specialist software donations enhanced Ukraine’s capabilities in producing forensic evidence.
The project also deepened cooperation with Austria’s Cybercrime Competence Centre (C4), promoting bilateral exchanges and insights into Austria’s investigative structures.
Between June and October 2024, 24 representatives from Ukrainian agencies took part in three study visits to Austria, focusing on financial investigations, corruption cases, money laundering, cryptography, and OSINT.
EUAM Ukraine and Austrian partners will now shift their focus towards protecting critical infrastructure, boosting financial investigation capacity, and delivering advanced training. Further support will include equipment donations and technical consultancy.
