Moldova: online training promotes gender equality in Anenii Noi’s local governance

From 15 to 16 April, the EU4GenderEquality Reform Helpdesk project delivered an online training course on ‘Gender equality in local public administration: Legal frameworks, local policies and community mobilisation for sustainable development’ for the Telița-Roșcani-Calfa Amalgamation Cluster in the Anenii Noi region of the Republic of Moldova. 

The training strengthened the knowledge and skills of 30 participants (23 women and seven men), including local public officials from all three mayoralties (Roșcani, Telița, and Calfa) and representatives of six local civil society organisations (CSOs), to integrate gender equality into local policy-making, service provision, and community development processes. 

The training was held in an interactive format, presenting relevant local examples and practical tools. Participants committed to applying their knowledge in their day-to-day work, moving forward to inclusive, equitable and sustainable local governance in Anenii Noi as part of the Reform Helpdesk’s support for Moldova’s local public administration reform and decentralisation strategy.

The training opened with a module on basic concepts related to gender equality, including local examples of gender stereotypes and how these can affect access to public services, employment opportunities and participation in local governance. A second module explored national legislation and institutional mechanisms for gender equality in Moldova. Participants learned to use a practical ‘Checklist on Gender Mainstreaming’, a tool that helps local authorities assess whether their policies and programmes address gender equality in line with national requirements. Interactive modules examined the challenges of integrating a gender perspective at the local level, including group exercises to analyse the effectiveness of legal and policy instruments, identify gaps, develop recommendations for improvement, and tackle stereotypes in community attitudes.

A module on gender statistics introduced participants to indicators, data sources and methods of using gender-disaggregated data in the development of public policies, aligning local development objectives with national gender indicators and the Sustainable Development Goals (SDGs). Participants also learned how to use gender analysis and gender impact assessment tools to evaluate the gender-responsiveness of local strategies, programmes and services. The training provided practical guidance and a step-by-step methodology for mainstreaming gender equality into local public policies and decision-making processes. Participants reviewed existing local strategies and drafted gender-sensitive objectives and indicators for future planning. The training also introduced participants to gender-responsive budgeting at the local level, and explored equal opportunities in the workplace, gender-based discrimination and workplace harassment. 

The training was part of the EU4Gender Equality Reform Helpdesk project’s support for gender equality and women’s empowerment in the Eastern Neighbourhood region, including in Moldova.
