Team Europe launches €37 million EU4Reconstruction Project
The European Union, together with Denmark, Germany, France and Lithuania, on 10 July launched a new €37 million Team Europe initiative in Ukraine – EU4Reconstruction.
Running until 30 June 2028, the programme will direct coordinated funding, technical support and digital tools into Ukraine’s rebuilding efforts, ensuring that public investment is transparent, accountable, and aligned with EU standards from the ground up.
EU4Reconstruction will reinforce the leadership of the Ministry for Communities and Territories Development, strengthen the State Agency for Reconstruction and Development of Infrastructure, empower local authorities to manage reconstruction professionally and sustainably, and support civil society and independent media to play an active role in oversight, ensuring public trust and reducing corruption risks.
“Ukrainians, with their resilience and determination, are an inspiration. I am convinced they will turn reconstruction into a success,” said Marta Kos, European Commissioner for Enlargement. “The EU will support them step by step, reform by reform, to rebuild a strong, modern Ukraine, at home in the EU. Programmes like EU4Reconstruction help us get there.”

With EU4Reconstruction, we stand by Ukraine as partners who remember our own path to EU membership and believe deeply in Ukraine’s future in Europe,” said Lithuanian Foreign Minister Kęstutis Budrys.
The project will be implemented by the Ministry of Foreign Affairs of Denmark, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France, and the Central Project Management Agency (CPVA, Lithuania).
