Training on gender equality and combatting hate speech strengthens capacities in Armenia’s justice sector with EU support

An intensive training course, delivered in August and September 2025 in Yerevan, by the EU4Gender Equality Reform Helpdesk project, funded by the European Union, strengthened the capacities of government officials in Armenia’s justice sector to advance gender equality and non-discrimination. 

A total of 77 civil servants (27 women and 50 men) from two of the largest and most important institutions within the Armenian Ministry of Justice – the Penitentiary Service and the Probation Service – took part in the training course ‘An overview of key concepts and practices related to gender equality, gender-sensitivity, and combatting hate speech’. The training sessions were specially designed to support the Government of Armenia’s efforts to advance gender equality, including the strategic goals of its Action Plan on Human Rights Protection 2023–2025, which aims to ensure legal equality, prohibit discrimination and combat hate speech.     

The training involved two in-depth, interactive modules. The first enhanced participants’ knowledge of key concepts related to gender equality, including gender bias, gender stereotypes, inequalities, and gender-sensitivity. The second provided an overview of national and regional legal frameworks on gender equality, as well as exploring hate speech and how it interacts with freedom of expression, equality and non-discrimination. Participants welcomed the opportunity to expand their knowledge, reflecting the interest in and need for training opportunities on gender equality in Armenia’s justice sector. Both the Penitentiary Service and Probation Service publicised the training sessions widely, reflecting their commitment to capacity building on gender equality.  

This training is part and parcel of the support provided by the EU4Gender Equality Reform Helpdesk project (Phase II) to governments across the Eastern Neighbourhood, including the Armenian Ministry of Justice, to advance gender equality and women’s empowerment. The project is now planning to provide expert support for the development of Armenia’s Anti-Discrimination Strategy.
