Opinion polls highlight EU relations across the Eastern partner countries
Citizens across the Eastern Partnership region generally feel their countries have good relations with the European Union, with the EU seen as the most trusted international actor in most countries. These are just some of the results of the 2025 annual survey of opinion in Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine – carried out by the EU NEIGHBOURS east programme.
The surveys were conducted in May 2025, with face-to-face interviews of around 1,000 people in each country.
Armenia
Sixty-nine per cent of Armenians trust the European Union, more than any other international actor and seven points up on last year, while almost four out of five of those asked (79%) think relations between the EU and Armenia are good. This year’s survey also found that 86% of Armenians were aware of the EU’s financial support to their country (up six points on last year, and the highest since the surveys began), and that 48% thought it was effective.
Azerbaijan
Most Azerbaijani citizens – 61% – feel relations between the EU and Azerbaijan are good, while 25% have a positive image of the EU, with 37% neutral and just 10% negative. The poll also found 68% were aware of EU financial support (up from 62% last year), and that an increasing number (50%) felt it was effective (up from 40% in 2024 and 25% in 2023).
Georgia
Almost three-quarters of Georgians (74%) would vote for EU membership and only five per cent against if a referendum were held this week, the 2025 survey found, with 80% saying membership would bring the country more advantages than disadvantages. The EU continues to be the most trusted international actor among Georgians, trusted by 67% of respondents, while awareness of EU financial support to Georgia remains high at 70%, with almost half of those asked (48%) saying it was effective.
Republic of Moldova
Almost nine out of ten Moldovans (86%) feel their country has good relations with the EU, according to the 2025 annual survey. Trust in the EU is also at its highest ever level, 71%, and the EU is seen as Moldova’s most generous and effective partner, with 69% saying the EU provides high levels of financial support, and 67% saying this support is effective. Sixty per cent said they supported EU membership, and 63% would vote in favour of accession if a referendum was held this week.
Ukraine
Eighty-two per cent of Ukrainians say their country has good relations with the European Union (21 points up since 2016), and 70% would vote to join the EU in a referendum, with just 9% opposed, according to the 2025 annual survey. The poll found that trust in the EU now stands at 76% – the highest since 2017, with the EU ranked highest among all of Ukraine’s international partners; an overwhelming 95% of respondents were aware of the EU’s financial support to Ukraine, and 64% judged it effective.
