Communication on EU enlargement policy. Republic of Moldova 2024 Report
This 2024 European Commission Staff Working Document presents an assessment of Moldova’s EU accession progress. It highlights significant steps in political and institutional reform, focusing on democratic processes, rule of law and public administration. It emphasises Moldova’s ongoing challenges, such as foreign interference in electoral processes, but recognises progress in election management and parliamentary functions. The document also addresses economic reforms, including the market economy and public procurement, while acknowledging Moldova’s resilience in the face of external pressures, notably Russia’s destabilising actions. It outlines areas for continued reform to align Moldova with EU standards.
Gender equality issues are presented in the framework of chapters regarding fundamental rights, public financial management, and the promotion and enforcement of human rights, among others. The document highlights how Moldovan legislation is largely in line with EU standards, and notes a steady increase in women’s political participation at the local level, although this remains below the EU average. Women politicians and candidates in elections are subject to smear campaigns, hate speech and sexist attitudes during electoral campaigns. There is also a notable increase in women’s participation in the labour market attributed to factors such as extended childcare and parental leave. Moldova is working towards implementing two strategic frameworks for gender equality, and for preventing and combatting domestic violence and violence against women (2023-2027). The document notes the need for further integrating gender equality into the planning, implementation, monitoring and evaluation of governmental policies and budgets. Gender focal points (Gender Coordination Groups) set up within line ministries also require clear accountability lines in terms of their gender mainstreaming work, as well as with groups working at the local level.
