Eurobarometer report: Attitudes towards EU Enlargement


This Special Eurobarometer 564 report is a comprehensive study commissioned by the European Commission’s Directorate-General for Enlargement and Eastern

Neighbourhood (DG ENEST) and conducted between February and March 2025, gathering the views of over 26,300 citizens across all 27 EU Member States. This report delves into various aspects of EU enlargement, providing insights into the perceptions and experiences of citizens across the EU Member States.

The survey reveals that 56% of EU citizens are in favour of further EU enlargement, with Ukraine being the country most favoured for accession (52%) once all membership criteria have been met.
