European Experience for Ukraine: Analysis of Awareness Campaigns Supporting Gender Equality

This cycle of publications presents an overview of effective European information campaigns promoting gender equality, with the aim of informing Ukrainian advocacy and communication efforts during wartime and recovery. Drawing on best practices from EU countries, the analysis covers five key thematic areas: women’s leadership, gender budgeting, gender-based violence, gender pay gap, and men’s involvement in care work.

Each thematic brief explores how values of equality and non-discrimination are promoted in the public sphere through strategic messaging, visuals, and target group engagement. The publication offers practical examples of how governments, civil society, and international organisations in Europe have framed messages, built alliances, and mobilised audiences to foster societal change. The materials are designed to inspire Ukrainian organisations to develop their own campaigns, using tested approaches to address both longstanding gender inequalities and those amplified by the war.
