Gender Equality Index in Ukraine. 2025
The Gender Equality Index in Ukraine is a pioneering analytical report that evaluates the state of gender equality in the country, employing the established methodology of the European Institute for Gender Equality (EIGE). This inaugural Ukrainian Index offers a comprehensive assessment across six pivotal domains: Work, Money, Knowledge, Time, Power, and Health, each further divided into sub-domains to provide nuanced insights into gender disparities. By benchmarking Ukraine’s performance against European Union standards, the report reveals that Ukraine scores 61.4 out of 100, positioning it 20th among 28 countries, ahead of eight EU member states.
The study underscores both advancements and persistent challenges in achieving gender parity, highlighting areas such as employment, income distribution, educational attainment, time use, political representation, and access to healthcare. It also emphasizes the importance of integrating European principles and standards of equal opportunities into national policies, especially in the context of Ukraine’s ongoing European integration efforts. The report serves as a critical tool for policymakers, civil society, and international partners, offering data-driven recommendations to enhance gender equality and support Ukraine’s alignment with EU norms. This publication was developed by the Ukrainian Women’s Fund in collaboration with the State Statistics Service of Ukraine, supported by the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine and the Government Commissioner for Gender Equality Policy, with methodological guidance from EIGE and financial backing from the European Union.
