Guidelines: specialised support services for individuals affected by domestic violence, gender-based violence, and conflict-related sexual violence


This publication offers comprehensive methodological recommendations aimed at assisting territorial communities in Ukraine to collaborate effectively in delivering specialized social services to individuals affected by domestic violence, gender-based violence, and conflict-related sexual violence. Developed as a result of a pilot project in the Dnistrovskyi district of the Chernivtsi region, the guide outlines a step-by-step approach to establishing inter-community cooperation, including initiating stakeholder meetings, conducting needs assessments, formalizing agreements, and implementing joint service provision strategies.​

By detailing practical steps and providing sample documents such as memorandums of cooperation and inter-community agreements, the recommendations aim to enhance the capacity of local governments to address and prevent instances of violence effectively. The publication underscores the importance of coordinated efforts and shared resources among communities to ensure accessible and quality support services for survivors, thereby contributing to the overall strengthening of social service systems in Ukraine.
