This publication is intended as a practical guide for developing, financing and implementing bundled energy and climate projects in the Eastern Partner countries.
The handbook has been produced with the financial support of the European Union within the Covenant of Mayors – Eastern Partnership.
The publication outlines existing strategies for combining multiple small or medium-sized projects into a single, scalable portfolio to maximise cost savings, reduce risks, and attract larger investments. The guide covers every stage of the bundling process – from preparation and financial structuring to fundraising and project execution.
