National report on violations of the rights of LGBT people and MSM in Armenia 2023


In this report for 2023, ECOM presents cases of discrimination and related offences based on sexual orientation, gender identity (SOGI), and HIV status. Throughout the year, incidents of violence against LGBT individuals and men who have sex with men (MSM), often perpetrated by family members, were documented. Additionally, instances of discrimination by law enforcement agencies were recorded. The report also details brutal murders of transgender women, as well as cases of suicide and suicide attempts among gay men.

The report is organised into five sections. The introduction outlines the general situation regarding the rights of LGBT people and MSM in Armenia and describes the structure of the report. The following section details the data collection methodology employed in preparing this report. The section titled “National Legislation in the Field of Health” summarizes the legal norms currently in force in Armenia that are directly or indirectly related to discrimination and health issues. The subsequent section presents cases of rights violations documented by ECOM in 2023. Finally, the last section offers a comprehensive analysis of the identified rights violations. Through this analysis, discriminatory motives behind these violations were highlighted, and quantitative data was gathered. Based on this data, recommendations have been developed to promote and safeguard the rights of LGBT individuals and MSM.
