The Effectiveness of the Policy of Supporting Internally Displaced Women’s Economic Activity as a Component of Ukraine’s Early Recovery
This publication analyses the effectiveness of national and international policies aimed at supporting the economic activity of internally displaced women (IDW) in Ukraine as part of early recovery efforts. Conducted by the NGO “SocioConsulting Analytical Centre,” the study employs both quantitative and qualitative methods, including a survey of 500 IDW and in-depth interviews. The research reveals major challenges IDW face in accessing decent employment or starting businesses, such as lack of job opportunities, low pay, and systemic barriers in state employment services. While many initiatives exist, they are often general in nature and fail to address the specific needs of displaced women.
The study finds that entrepreneurial activities are often not a choice but a necessity for many IDW, driven by limited job availability and inadequate support services. While international donor-funded grants have played a crucial role in enabling some women to relaunch or start businesses, many continue to face financial insecurity and exclusion from sustainable employment. The report provides practical recommendations for improving policy and programme design to ensure more inclusive and effective support for displaced women in rebuilding their economic lives and contributing to Ukraine’s recovery.
