Triumph of the double quota system or how we achieved equitable representation: Study on the representation of women and men in the position of councilor
This report focuses on the analysis of the presentation of men and women on candidate lists: compliance with the minimum representation quota of 40% for both sexes when drawing up candidate lists for local elections and the positioning of candidates on the lists, according to the latest legislative provision (minimum four candidates for every ten seats). The report analyses the implementation and impact of the double quota system in the general local elections in the Republic of Moldova on November 5, 2023. This system requires political parties to include at least 40% women and 40% men on candidate lists, provided that each gender is represented by a minimum of four candidates for every ten seats.
The study highlights significant progress in gender representation at the level of district and municipal councils, where all parties complied with the requirement to include over 40% women on candidate lists. In local councils, most parties exceeded the threshold of 45% women appointed to the position of local councilor. However, the report also highlights persistent challenges, such as the inconsistent application of the double quota system and the need to strengthen mechanisms for monitoring and sanctioning its non-compliance. It is recommended to intensify political education and awareness-raising campaigns to promote balanced political participation and ensure adequate representation of both genders in local and district council positions.
