Ukraine’s National Report on the Implementation of the Beijing Declaration and Platform for Action (1995) in 2020–2024


This comprehensive national report presents Ukraine’s progress in implementing the Beijing Declaration and Platform for Action over the five-year period from 2020 to 2024, amid unprecedented challenges including Russia’s full-scale invasion and the COVID-19 pandemic. Developed by the Ministry of Social Policy with support from UN Women and broad engagement of stakeholders across government, civil society, and international partners, the report reflects a participatory review process and offers an evidence-based account of national achievements, setbacks, and remaining gaps. Key areas of progress include strengthening institutional gender mechanisms, ratifying the Istanbul Convention, enhancing economic opportunities for women, integrating gender into post-war recovery efforts, and advancing the Women, Peace, and Security agenda.

The report also highlights measures targeting marginalised groups such as IDPs, women with disabilities, elderly women, and those living in frontline or de-occupied areas. Persistent challenges—such as underfunding, gender stereotypes, and inconsistent application of gender mainstreaming tools—are analysed alongside forward-looking recommendations. The report affirms Ukraine’s commitment to inclusive recovery and EU integration, and underscores the need for continued international support to safeguard and expand the rights of women and girls in the face of ongoing crisis.
