The EU continues to offer strong political, financial, humanitarian, military and diplomatic support to Ukraine and its people, as well as massive and ongoing support for recovery and reconstruction. EU RESPONSE


Ukraine Facility

To help Ukraine in its recovery, reconstruction and modernisation efforts, the EU has launched a support mechanism for the years 2024 to 2027 that will allow the EU to provide Ukraine with up to €50 billion in stable and predictable financial support.

Ukraine Investment Framework

The Ukraine Investment Framework is the investment arm of the EU’s €50 billion Ukraine Facility. Equipped with €9.3 billion in guarantees and grants, it aims to mobilise up to €40 billion in public and private investment for Ukraine’s recovery and reconstruction in cooperation with EU Member States, the Government of Ukraine and International Financial Institutions.

Donor Coordination Platform

The Multi-agency Donor Coordination Platform for Ukraine coordinates the support for immediate financing needs of Ukraine and future economic recovery and reconstruction needs across different sources and established instruments for financing.

EU sanctions against Russia

In response to Vladimir Putin’s unprovoked and unjustified military aggression against Ukraine, the EU has put in place unprecedented sanctions designed to: reduce the Kremlin’s ability to finance the war; impose clear economic and political costs on Russia’s political elite; diminish Russia’s economic base.

Ukraine’s EU path

On 28 February 2022, Ukraine applied for EU membership. On 17 June 2022, the European Commission issued its opinion on the application. Based on the Commission’s recommendations, the European Council recognised Ukraine’s European perspective and granted the country candidate status on 23 June 2022. On 8 November 2023, as part of its Enlargement Package, the Commission published its report on Ukraine, recommending to open accession negotiations. On 25 June 2024, the European Union formally opened accession negotiations with Ukraine at an intergovernmental conference in Luxembourg.
