The overall objective is to strengthen the European Union's commitment in the field of culture and youth, in particular by working with civil society, cultural players, and creative industries and youth movements.

The specific objectives of this contract are as follows:
- Promoting a high-quality cultural offer for all in the fields of contemporary arts, performing arts, cinema, theatre, music, architecture, fashion, etc.
- Youth participation: The primary objective of the Youth Advisory Council (YAC) establishment is to provide a continuous structured mechanism for Armenian youth for active participation, contributing to shaping and implementation of relevant EU programs and initiatives, such as youth entrepreneurship, education, youth for democracy, the young from vulnerable groups, etc.
