The Twinning project between the Labour and Social Security Inspectorate of Spain (together with the Slovak Labour Inspectorate as junior partner) and the State Labour Inspectorate of the Republic of Moldova is a European Union–funded initiative aimed at strengthening the institutional and operational capacity of the Moldovan Inspectorate, aligning it with EU and International Labour Organization (ILO) standards and best practices.

1. Strengthen the legal and procedural framework of the Moldovan Labour Inspectorate, ensuring alignment with ILO Conventions No. 81 and No. 129 and with EU legislation and practices
2. Improve internal organisation and human resources management of the Inspectorate (recruitment, training, performance evaluation)
3. Develop technical capacities in key areas: occupational safety and health, detection and control of undeclared work, protection of workers posted abroad, combating labour exploitation
4. Optimise planning, risk assessment, and use of statistical data (including harmonisation with Eurostat’s ESAW methodology for occupational accident statistics)
5. Increase inspection effectiveness through modern tools, methodologies, and information systems
6. Strengthen communication and visibility of the Inspectorate to enhance public trust and cooperation with employers and workers.

1. Updated legal framework compatible with international and European obligations
2. Reviewed internal manual and regulations with standardised inspection procedures
3. Comprehensive training plan for inspectors, including practical and specialised modules
4. Modernised data management and statistical analysis system, with key performance indicators
5. New risk-based planning methodologies implemented
6. Increased capacity to carry out effective inspections (including more unannounced visits in the field of undeclared work and occupational safety and health)
7. Improved inter-institutional cooperation with other national bodies and European partners.
