R2D Syunik- Recovery, Resilience and Development for Syunik

The overall objective of the Recovery, Resilience, Development for Syunik project (R2D Syunik), implemented within the Resilient Syunik Team Europe initiative in cooperation with local governments and co-financed by the European Union and Austrian Development Agency, is to enhance recovery and resilience of micro, small and medium enterprises (MSMEs) and sustainable small-scale communal infrastructure in Syunik. Within 5 years of implementation and with 11M euro of budget we will focus on the following:

Component 1 - Improving business environment and enhancing competitiveness of private sector, focuses on the following:

Improving access for MSMEs and startups to knowledge, technologies, services, markets, and finance: The project facilitates the provision of direct financial and non-financial services to existing businesses and startups. It also supports the provision of business support and development services, which continue beyond the project’s duration with local stakeholders' support.
Human capital development: The project provides capacity development measures and networking support for businesses, entrepreneurs, and employees, with a special focus on the needs of women, youth, and disadvantaged groups, to enhance their successful participation in business life.
The mid and long-term goals are to ensure effective business support services and favorable framework conditions for businesses in Syunik. Given the current lack of such services and conditions, the R2D project directly provides financial and non-financial support for businesses in the short term. It also implements capacity development initiatives to bridge existing gaps while simultaneously working towards establishing services and favorable framework conditions that can be sustainably maintained by key stakeholders in Armenia.

The aim of Component 2 is to improve the availability of sustainable, green community infrastructures in the Syunik region.

This component focuses explicitly on small-scale infrastructures that are within the domain and responsibility of local (regional) communities. It excludes public infrastructures under the central government\'s responsibility (such as schools, hospitals, etc.) and private operators.

Project support prioritizes sustainable and green community infrastructures. This includes infrastructures that help improve the environmental conditions of communities and contribute to the protection or sustainable utilization of natural resources, with a focus on climate protection. Supported interventions must align with EU guidelines on climate-proofing infrastructure. These community infrastructures should enhance the quality of life for the local population and promote the inclusion of disadvantaged groups.

At this stage, the project assesses infrastructure development needs based on criteria and set selection criteria. This process involves consultation with local and regional administrations, considering their development priorities as reflected in their 5-year community development plans.
