Enhanced local employment opportunities and access to nurseries for parents in vulnerable situations

The project aims to create inclusive communities that support vulnerable parents by combining employment opportunities with access to quality, locally adapted childcare services. It will strengthen cooperation between authorities, civil society, and the private sector, promote evidence-based policies, and remove barriers to labour market participation. Funded by the European Union and co-financed by the Soros Foundation Moldova, it is implemented in partnership with Keystone Moldova and Expert-Grup.

SO1. Develop and strengthen sustainable multi-sectoral partnerships between authorities, National Employment Agency (ANOFM), Civil Society Organisations (CSOs), Local Public Authorities and the private sector for the employment of vulnerable parents.
SO2. Improve access to childcare services adapted to local needs and sustainable, to facilitate the participation of vulnerable parents in the labor market.
Чаканыя вынікі
1. Comprehensive mapping of vulnerable parents, the labor market, childcare services (especially nurseries for children aged 4 months to 3 years, public nurseries, etc.) according to the territorial profile of the Republic of Moldova and identification of 10 priority districts for project implementation;
2. Study on active measures, interventions and proposed instruments to improve the employment of vulnerable parents, according to the legal framework in force and the ONE Reform Concept (launched in May 2023);
3. A targeted employment measure for vulnerable and marginalised parents, developed as a policy, piloted and prepared for implementation by the ANOFM;
4. At least 5 ANOFM territorial subdivisions and equipped mobile teams;
5. Improved capacities of ANOFM territorial subdivisions, including mobile teams, to identify and work with vulnerable and marginalised parents at the community level;
6. Improving the capacities of ANOFM territorial subdivisions to engage with the private sector in the employment of vulnerable and marginalised parents;
7. Awareness campaign to inform and consult vulnerable and marginalised parents on available employment measures, ways to identify employers, negotiate working conditions, as well as the importance of formal employment;
8. Study on the types of nurseries proposed to be established in the 10 selected districts, according to the legal framework in force and mapping of childcare services;
9. Guide on the establishment and sustainability of nurseries, based on the legal framework in force and on international best practices (including the care economy approach and principles);
10. Sub-grant component for CSOs (24 sub-grants, max EUR 60,000.00 each) to facilitate the integration of vulnerable parents into the labour market and the establishment of nurseries in local communities;
11. Capacity building programme and mentoring sessions on the concept of care economy and positive parenting;
12. Awareness campaign for vulnerable and marginalised parents with caring responsibilities on accessing sustainable childcare services and ensuring work-life balance.
