The Republic of Moldova is poised to undergo a groundbreaking transformation in its healthcare sector. More than a million people stand to gain from cutting-edge health care facilities, a vision that is inching closer to reality due to the significant support from the European Union, the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD). The endeavour targets ten Republican hospitals to be renovated from the energy efficiency perspective, which not only implies infrastructural advancements but also points towards a greener, more sustainable future for the country. Of the hospitals earmarked for this initiative, nine are located in Chisinau, with one in Balti.

Furthermore, the project entails the energy rehabilitation, through specific measures of energy efficiency and thermal rehabilitation, of locally/municipally significant public buildings such as kindergartens, schools, municipal, and district hospitals. Based on an energy audit conducted for each building, estimated costs are determined, and the approved investment value is established. For this specific stage, the list of buildings will be identified through a call for proposals.

By the end of 2026, these institutions, encompassing 16 buildings, are expected to meet European-quality healthcare standards, featuring advanced energy-efficient technologies and undergoing extensive internal renovations. such as: equipping buildings with photovoltaic panels, replacement of all outdated windows and doors, enhanced wall insulation for better heat retention, installation of improved air ventilation systems equipped with heat recovery capabilities, upgrading old heating distribution systems, modernisation of sanitary spaces, implementation of specialised ramps, increasing accessibility for patients with mobility challenges.

The rehabilitation works planned for the ten hospitals will have a significant impact, benefiting approximately one million patients who visit these healthcare facilities annually, as well as the ten thousand employees working within them. Thanks to this partnership, energy consumption is projected to decrease dramatically, translating to savings of an estimated € 2.8 million annually.

The anticipated energy savings for the respective buildings are as follows:
• Diomid Gherman Institute of Neurology and Neurosurgery – 29,6%;
• Oncological Institute – 39,4%;
• Timofei Moșneaga Republican Clinical Hospital – 44%;
• Cardiology Institute – 51.5%;
• Republican Diagnostic Medical Center – 35,1%;
• Psychiatry Clinical Hospital - 50%;
• Mother and Child Institute – 44,5%;
• Emergency Medicine Institute - 35,2%;
• Balti Clinical Hospital – 57,4%.

By achieving approximately 40% less energy usage, Moldova will not only realise significant financial benefits but also fortify its energy security and resilience. The energy savings will further reduce CO2 emissions by 6600 tons per year. This is as much CO2 as emitted by 26,4 million kilometres of car travel.
