The project seeks to promote European standards in the field of justice, with a focus on promoting alternative dispute resolution. It will help to consolidate the capacity of state authorities, legal professionals, mediators, etc. with a view to harmonising the domestic legal and institutional frameworks to international good practices, and increasing the recourse to mediation in Azerbaijan. This project is implemented within the third Phase of the joint programme of the European Union and the Council of Europe's “Partnership for Good Governance”. The action supports the Council of Europe Action Plan for Azerbaijan 2022-2025 and the EU's Partnership Priorities with Azerbaijan, as well as the EU Post 2020 Priorities for the Eastern Partnership.

The overall objective of the project is to increase the recourse to mediation in Azerbaijan. It will facilitate effective national implementation of Council of Europe standards, in particular the tools of the European Commission for the Efficiency of Justice (CEPEJ) on mediation. The specific objectives are:
- To increase the availability and quality of mediation services
- To strengthen the knowledge and skills of mediators through capacity building measures
- To promote recourse to mediation through information and awareness raising

- Data collection and digitalisation of the mediation system in Azerbaijan is improved in line with CEPEJ tools and other good international practices
- Capacities of the Mediation Council and mediators are strengthened through tailor-made capacity building measures, while the competences of mediation trainers are increased to provide in depth trainings / Training of Trainers
- Knowledge and awareness of various mediation stakeholders, including judges and lawyers, is increased with a view to supporting the recourse to mediation and the dissemination of good practices
- A mediation pilot is established, and the results analysed
- Promotion and awareness plan on mediation in Azerbaijan is developed.
