The project aims to strengthen Moldova’s justice sector via the provision of both analytical outputs (thematic reviews and policy recommendations) and capacity-building activities aimed at staff of the Ministry of Justice and other institutions concerned by ongoing reforms in the justice sector. In particular, the OECD will carry out an OECD justice review, including a functional review of the Ministry of Justice, and an evaluation of the justice sector strategy.

Project objective is to strengthen Moldova’s justice sector via the provision of analytical outputs and capacity building activities aimed at institutions concerned by ongoing reforms in the justice sector:
1. Strengthen Moldova’s Justice Sector and the Ministry of Justice;
2. Equip justice sector stakeholders in Moldova with the capability to better implement justice reforms by supporting the Review and Implementation of Moldova’s Justice Reform Strategy;
3. Equip justice stakeholders in Moldova with the capability to assess reform progress by evaluating the Strategy for Ensuring the Independence and Integrity of the Justice Sector (Justice Reform Strategy) 2022- 2025.

1. Key Moldovan stakeholders are better able to implement their modernisation agenda and formulating a national consensus on which to strengthen independence and impartiality of the justice system in the long term
2. Strategic leadership, management and performance for a transparent and responsive justice system are enhanced
3. Access to justice for all targeting specific vulnerabilities is enhanced
4. Justice system’s capacity to respond to Moldova’s legal and justice needs is increased
5. Key Moldovan stakeholders have a solid understanding of the level of implementation and impact of the strategy
6. The Ministry of Justice’s capacity to evaluate the impact of justice sector policies is enhanced
