Technical Assistance and Investment Grant for Armenian Public Buildings Energy Efficiency Programme

The European Union and the European Investment Bank are supporting Armenia in making public buildings more energy-efficient, sustainable, and comfortable. Through technical assistance, investment grants, and loans, this initiative will reduce energy consumption, lower costs, and improve conditions in kindergartens and polyclinics across Yerevan.

A priority action under the EU’s Economic and Investment Plan for the Eastern Partnership, the initiative aligns with Armenia’s flagship project, “Investing in a Green Yerevan — Energy Efficiency and Green Buses.” The Municipality of Yerevan will refurbish over 100,000 m² of public buildings with measures such as improved insulation, window replacements, efficient boilers, solar hot water systems, and energy-efficient lighting. Renovations in six polyclinics and 32 kindergartens will enhance comfort for children, medical staff, and visitors while achieving long-term energy savings.

Beyond immediate upgrades, this project is a long-term investment in sustainable urban development, reducing emissions, cutting costs, and ensuring a greener future for Yerevan. Through EU-Armenia cooperation, it will improve public infrastructure and community well-being for years to come.

The overall objective of the project is to reduce energy consumption in public buildings while promoting energy efficiency and renewable energy measures. This includes essential renovations to improve the technical condition of buildings in Yerevan, particularly kindergartens and polyclinics.

The specific objectives of the project are to:
• Enhance energy efficiency in essential public buildings, leading to permanent reductions in energy and maintenance costs.
• Generate energy savings paybacks, enabling kindergartens and polyclinics to redirect funds toward improved services, educational content, and innovative technologies.
• Develop skills and expertise for comprehensive energy-efficient renovations, facilitating future replication across Armenia.
• Improve seismic safety and structural resilience.
• Ensure accessibility for disabled individuals in public buildings.
• Enhance the quality and image of public services, creating safe and modern facilities.
• Provide a healthier and more comfortable environment for thousands of children, teachers, and medical staff.
• Support Armenia’s energy security by reducing reliance on energy imports.
• Boost the construction sector and advance energy efficiency standards.
• Reduce CO₂ and greenhouse gas emissions, contributing to climate action.

To achieve these goals, the project will focus on:
• Deep energy efficiency renovations, including thermal refurbishment, structural improvements, roof and basement insulation, window and door replacements, and modernised ventilation systems.
• Lighting upgrades with energy-efficient new lighting systems.
• Modernisation of heating systems, including boiler replacements, solar water heating, photovoltaic power generation, and heat pumps.

In addition to energy efficiency improvements, the project will include structural enhancements to improve seismic resilience and accessibility for disabled individuals, ensuring safer and more inclusive public infrastructure.

Upon completion, the project will have refurbished up to 36 public buildings in Yerevan, including kindergartens and polyclinics, significantly enhancing comfort and safety for thousands of children, teachers, medical staff, and visitors.

Through this partnership, the project will:
• Increase energy efficiency in targeted public buildings, leading to permanent reductions in energy and maintenance costs.
• Enhance seismic safety, ensuring greater structural resilience.
• Improve accessibility for disabled individuals, making public facilities more inclusive.
• Upgrade the quality of public services, creating modern, well-equipped spaces.
• Reduce CO₂ emissions by up to 3,300 tons per year, contributing to climate action and sustainability goals.
