Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia

The UNDP project “Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia (ARTEMIS)” supports the strengthening of credible, inclusive, and resilient electoral processes in Armenia ahead of the 2026 parliamentary elections. The project focuses on enhancing the institutional capacity and independence of the Central Electoral Commission (CEC) and lower-level electoral commissions through targeted training, digital transformation, and improved governance frameworks.
ARTEMIS promotes secure and transparent elections by strengthening cybersecurity, deploying voter authentication technologies, and introducing digital voter assistance tools. It also enhances oversight of campaign finance and digital campaigning, addresses information pollution and hate speech, and strengthens electoral risk management and crisis preparedness.
A strong emphasis is placed on gender equality and social inclusion by increasing women’s participation in electoral management and candidacy, improving accessibility for persons with disabilities, and expanding civic and voter education for youth, refugees, and marginalized groups. The project supports inclusive voter outreach, media capacity-building, and collaboration with civil society to foster public trust and informed participation.
Through these integrated interventions, ARTEMIS contributes to democratic resilience, public confidence in elections, and alignment with international electoral standards in Armenia.
Obiectivul specific
The ARTEMIS project aims to strengthen democratic governance in Armenia by supporting credible, inclusive, and resilient electoral processes in line with international standards. It focuses on enhancing the capacity, independence, and sustainability of electoral institutions ahead of the 2026 parliamentary elections.

The main objectives of the project are to:
- Strengthen the institutional capacity and operational independence of the Central Electoral Commission and lower-level electoral commissions to manage transparent, professional, and sustainable electoral processes.
- Enhance the integrity, security, and efficiency of elections through digital transformation, including voter authentication technologies, cybersecurity measures, and digital voter assistance tools.
- Improve electoral transparency, accountability, and stakeholder engagement by strengthening regulatory frameworks, oversight of campaign finance and digital campaigning, and mechanisms to counter misinformation and hate speech.
- Advance gender equality and social inclusion in electoral processes by increasing the participation of women, youth, persons with disabilities, and displaced populations as voters, candidates, and electoral administrators.
- Foster an informed, engaged, and resilient electorate through inclusive civic and voter education, media capacity-building, and partnerships with civil society to strengthen public trust in elections.
Rezultatele așteptate
By the completion of the ARTEMIS project, the following results are expected to be achieved:
- Strengthened capacity and independence of the Central Electoral Commission and lower-level electoral commissions, demonstrated by improved institutional frameworks, trained personnel, and sustainable training and certification systems for electoral administration.
- Enhanced integrity, security, and resilience of electoral processes, through upgraded digital infrastructure, effective use of voter authentication technologies, and strengthened cybersecurity policies and protocols.
Improved transparency, accountability, and oversight of electoral processes, including campaign finance and digital campaigning, supported by updated regulations, monitoring tools, and strengthened stakeholder engagement mechanisms.
Increased inclusivity and gender equality in elections, reflected in higher participation of women in electoral management and candidacy, improved accessibility for persons with disabilities, and strengthened inclusion of youth, refugees, and marginalized groups.
- A more informed, engaged, and resilient electorate, benefiting from inclusive civic and voter education initiatives, improved access to accurate electoral information, and enhanced capacity to recognize and counter misinformation and hate speech.
