EU4IBM-Resilience (EU Support to Strengthening IBM in Ukraine – Resilience)

The project contributes to the resilience and reinforcement of the border management in Ukraine by strengthening the capacities of Ukrainian IBM agencies in the context of war. The project focuses on a number of topics, including:
- Border Security: Operational capacity of Border Guard Service is reinforced through the deployment of mobile surveillance complexes, seismic surveillance systems, and handheld scanners for smuggling prevention. The project also procured mobile radio stations, equipment for mobile datacenter, and ensured tailored training.
- Trade Facilitation: The project supports the flow of legal trade by building the technical capacity and skills of the Customs Service, including through the delivery of mobile truck scanners and power stabilizers for stationary scanners, as well as weighing systems with number plate recognition. Technical training on X-ray image interpretation, maintenance of scanners, and risk assessment, as well as canine teams training, further streamline cross-border logistics.
- EU Accession and Institutional Reform: Support is provided for the development of Ukraine’s national Integrated Border Management (IBM) Strategy and the alignment of national legislation with the EU acquis. This includes legal analysis of draft laws and participation in EC questionnaire screening.
- Prevention of Corruption: Integrity is addressed via Anticorruption Programme, extensive recommendations, equipment and access to software and databases, as well as a pilot for body camera usage in BCPs and at green border.
- Personnel Support: The project delivers physical rehabilitation equipment to three SBGS hospitals. It also modernizes Human Resources within Border Guard Service through new mentorship plans and standardized job methodologies, assistance with newcomer adaptation, deployment of AI tolls in HR, etc.
Obiectivul specific
The purpose of the project is to ensure, in the long term, safe international mobility of people, including by countering human trafficking, irregular migration and other forms of security threats, facilitation of trade through adapted trade routes, and increased level of security at the Ukrainian borders protecting both UA and EU from conventional and hybrid threats and knock-on effects increased by the war situation.
The overall objective of the project is to contribute to the resilience and reinforcement of the border management in Ukraine by strengthening the capacities of Ukrainian IBM agencies in the context of war.
To achieve this, the following specific objectives were set:
SO1. Urgent/vital needs of the border management agencies covered allowing them to be in a position to continue their operation during the war (Border Management Resilience)
SO2. Border processing at BCPs enhanced with the focus on trade facilitation (Trade Facilitation)
SO3. Border agencies supported in sector management and preparation for alignment with the EU Acquis (Sector Management Support)
SO4. Parliament of Ukraine capable to ensure secured international and inter-parliamentary cooperation, as well as business continuity of its databases and applications during wartime (Secured Operation of Legislature)
Rezultatele așteptate
The following main results correspond to the set objectives:
SO1: Technical capacities of Ukrainian border agencies are enhanced, their ICT and databases are secured; support to corruption prevention is provided; rehabilitation of servicemen and women supported.
SO2: Priority BCPs are modernized while technical capacities for trade facilitation, as well as tools and procedures for customs control, are enhanced.
SO3: Monitoring and assessment of IBM strategy implementation is supported, IBM-related legislation and policies are further improved, harmonisation with the EU Acquis is prepared.
SO4: The Parliament of Ukraine is equipped with secure vehicles for parliamentary leadership and members of international parliamentary delegations; parliamentary databases and applications are secured.
