The project "Strengthening Human Capital Development in Georgia" aims to support further advancement and effective management of the social protection system.
The project, implemented by the French Development Agency (AFD) and Expertise France and with the generous support of the European Union, was launched in 2024 and will run for 4 years.
The main objective of the project is to strengthen primary health care, improve coordination between primary and hospital care with a focus on mental health, develop better social and employment services for those in need, and promote efficiency, transparency, and accountability of public administration through digital systems. The additional transversal aim of the project is to strengthen gender sensitivity in all supported activities.
The main final beneficiaries of the project are professionals, children, vulnerable populations, such as people with disabilities, the elderly, low-income families, unemployed individuals, jobseekers and others who are in need of social assistance, mental healthcare services etc.

The overall objective of the project is to support further advancement and effective management of the social protection system and to contribute to human capital development by improving the effectiveness and inclusivity of social protection, health care and employment services.
The specific objectives are as follows:
- Support further advancement and effective management of the social protection system;
- Promote efficiency, transparency, and accountability of public administration;
- Develop better social and employment services for those in need and strengthen primary health care, improve coordination between primary and hospital care with a focus on mental health;
- Ensure inclusivity and equal access to social, employment and healthcare services;
- Develop digital systems in the fields of social protection to better deliver gender-sensitive social and employment services.

The main expected results of the project are:
- Better social protection system in Georgia;
- Improved social and employment services delivery to vulnerable groups, with a focus on people with disabilities and a gender approach;
- Better Primary Health Care Services, with a focus on mental health and with a gender sensitive approach;
- Improved information security and operation management;
- Upgraded IT infrastructure;
- Increased availability of effective tools for monitoring and preventing cyber incidents;
- Increased efficiency, transparency, and accountability of public administration.
