The Partnership for Public Administration Reform at Local Level in Georgia (P4PAR) aims to enhance civil society's role in monitoring PAR implementation. It leverages the National Association of Local Authorities of Georgia for local advocacy. The project focuses on three key areas: developing a monitoring system involving civil society, facilitating dialogue among stakeholders, and ensuring civil society's involvement in PAR commitments. Implemented over 36 months, the project involves the National Association of Local Authorities of Georgia, Civitas Georgica, and Management and Development Solutions Hub. Activities follow a coherent chain, aligned with project methodology and call for applications guidelines. The inception phase involves developing a detailed plan submitted to the donor for approval, setting the project's direction for subsequent years.

Project will contribute in:
Creation of a vibrant system for monitoring of Municipal commitments in PAR that will allow local civil society organizations to implement evidence based monitoring and provide valuable input in threatening role of NALAG in PAR .
Fostering open discussions on PAR implementation at local level between the association, civil society groups, municipalities, and the PAR national Council.
Strengthening cooperation between local CSOs and Municipalities for better governance, public finance management, transparency and acountibility and other cornerstone aspects of the Public Administratiin reform at local level.

1. Effective and efficient system for monitoring the implementation of municipal commitments in PAR by active involvement of civil society organizations in the monitoring process.
