This project seeks to promote the Council of Europe and international standards in the field of promoting equality and non-discrimination, as well as to build the capacity of state authorities, legal and law enforcement professionals, civil society, etc., to adapt domestic frameworks in line with international standards, and to apply those standards to enhance and strengthen the promotion of equality and non-discrimination in Azerbaijan.

The project is implemented within the third Phase of the joint programme of the European Union and the Council of Europe's “Partnership for Good Governance.” It builds on the results of the previous phase of the Partnership for Good Governance in the field of promoting equality and non-discrimination (Phase II 2019-2023).

The main project objective is to provide further support to all stakeholders and partners of the previous Partnership for Good Governance phase by enhancing the knowledge, co-operation, and networking of all relevant actors. The project will:
1. Continue the work initiated with state institutions to respond to discrimination,
2. Work with non-state stakeholders and local institutions to improve understanding of equality and diversity, better reaching out to victims of vulnerable groups.

- Improved cooperation and mechanisms in the field of equality and non-discrimination in line with European standards and best practices.
- Human rights and freedoms are protected effectively by the Ombudsperson’s Office by enhancing the capacities of their staff.
- Capacities to work on promoting equality and a more diverse society are enhanced through the dialogue between the Ombudsperson and the civil society.
- Tolerance and non-discrimination standards awareness enhanced among public officials and the general public.
